How can I stop guests from creating accounts?
By default guests can create their own accounts and become volunteers of your system.
If you want to disable this, simply navigate to Settings link at the top right of the Admin Area and then press the People Settings link.
You can then click the Change these settings button and untick the Allow new person registrations check box.
Alternatively, you can still allow registrations, but limit what the new volunteers see. Read more in How to limit what volunteers see.
